CEPOL Exchange Programme
The CEPOL Exchange Programme is a multilateral exchange of senior police officers and police trainers from Member States of the European Union. The aim of the programme is to promote mutual trust between training staff and senior police officers, resulting in the support and development of a European dimension to police cooperation and training. It provides the participants with the opportunity to get to know colleagues and working methods in other countries.
The programme was set up in accordance with the adoption of the Member States of the Hague Programme in 2004. The Hague Programme aims at strengthening freedom, security and justice and emphasises the importance of the European Commission developing with close cooperation with CEPOL, systematic exchange programmes for police cooperation and training.
Financial support for the 2009 Programme is provided by the European Commission’s Directorate General for Justice, Freedom and Security under the framework programme “Prevention of and fight against crime.”

The exchange is multilateral - each sending country also functions as a hosting country. Due to an amendment of the project, it has become possible to make the exchange programme accessible to more senior police officers and training staff throughout Europe.

If you are a senior police officer working in specific fields of policing which correspond with the ‘Priority Topics’, or you are a training staff member of a police college/academy in Europe, you are a potential candidate to be selected by your country for the Exchange Programme.

As a Tutor, you are a professional who has expertise in the specified ‘Priority Topic’ area and have been selected by your country to guide the exchangee(s). You will be the primary contact person for the exchangee(s) in an environment which is unknown for them.

In 2006, CEPOL created a multilateral European Exchange Programme to promote mutual trust and to improve the quality of police cooperation. Financial support for the 2007 and 2008 exchanges was provided by the European Commission’s Directorate General for Justice, Freedom and Security in the framework of the AGIS Programme.
